School of Information and Communication Engineering

The history of School of Information and Communication Engineering (SICE) at Dalian University of Technology can be traced back to 1949, when its precursor, Department of Communication, was founded. The founding head of the department was Professor Bi De-xian, an academician in the Chinese Academy of Sciences. In 1981, the department was divided into the Department of Electronics and the Department of Computer Science. In 1997, the School of Electronic and Information Engineering was founded based on the Department of Electronics, the Department of Computer Science, and the Department of Automation. In 2009, SICE was founded based on Department of Electronics. Currently, SICE is under the Electronic Information and Electrical Engineering faculty of Dalian University of Technology. Through decades of development, SICE has become an important center in Northeast China for personnel training and scientific research in electronics, communication, and information science.

SICE aims to cultivate advanced talents in information science and communication. Through continued optimization of the teaching staff, SICE has achieved significant progress in teaching and discipline construction. Currently, SICE has 40 faculty members engaged in teaching and scientific research, including 13 Full Professors, 9 Associate Professors, 3 Senior Engineers, and 10 Lecturers. Among them, one professor has been awarded the title of National Outstanding Senior Expert, and one professor has been supported by the Trans-Century Training Program Foundation for the Talents by the Ministry of Education. The information and communication discipline is authorized by the Academic Degree Committee of the State Council to grant Ph.D degrees as a first class academic discipline, as well as a provincial key discipline. Two second-class disciplines are covered by Ph.D. programs: signal and information processing, and communication and information systems. Moreover, SICE has a mobile station for post-doctoral research on information and communication engineering, a national experiment teaching demonstration center with an electrical and electronic laboratory, and a provincial key laboratory for digital media processing and transmission. Recently, SICE has applied for the establishment of a national engineering research center for audio and video technology. It aims to develop the second-class discipline of signal and information processing into a national key discipline.

SICE is not only a center for personnel training, it is also a scientific research center for information science and communication technology. In recent years, the teaching staff has published more than 500 papers in leading domestic and international periodicals, and over 20 professional books and teaching materials. It has undertaken more than 40 national projects, including the 973 Program, the 863 Program, and various Chinese national programs for the development of science and technology, defense pre-research projects, and national natural science-funded projects. These research works have yielded a rich harvest in the fields of stochastic signal processing, speech signal processing, audio/video coding, image recognition, multimedia security, communication systems, and networks. Some of these projects have been awarded national- and ministerial-level prizes. In addition, over 100 projects funded by enterprises and social organizations have been completed or are in the process of being completed, yielding remarkable economic and social benefits.

Today, development of information science and communication technology has become an important strategic goal of China. Facing the historic opportunity of rejuvenating the old northeastern industrial base, and with the support of the" 985 Project" and the "211 Project", SICE will carry forward the Dalian University of Technology tradition of "Unity, Enterprise, Realism and Originality" as it continues to grow and flourish.
